नेपाल ट्रष्टको परिकल्पना जनआन्दोलन २०६२/६३ को भावना र चाहनालाई सम्बोधन गर्ने क्रममा भएको हो । आन्दोलनको बलबाट जब तत्कालीन व्यवस्थापिका संसदको पुनर्स्थापाना भई नेपालको अन्तरिम संविधान, २०६३ को निर्माण भयो, त्यसले नै र्सवप्रथम नेपाल ट्रष्टको स्थापना गर्न मार्ग प्रशस्त गरेको देख्न सकिन्छ । नेपालको अन्तरिम संविधान, २०६३ को धारा १५९-(४) ले राजा वीरेन्द्र, रानी ऐर्श्वर्य र निजहरुको परिवारको सम्पत्ति नेपाल सरकारको मातहतमा ल्याई ट्रष्ट बनाएर राष्ट्रहितमा प्रयोग गरिनेछ भन्ने व्यवस्था गरे मुताविक नेपाल ट्रष्ट स्थापना र सञ्चालन सम्बन्धमा व्यवस्था गर्ने अध्यादेश, २०६४ जारी भई नेपाल ट्रष्ट स्थापना भएको देखिन्छ ।
