Prisoners are replaced with Priest spawns in the Rosewood Prison (42.13.1)

When we came to clear out the Rosewood Prison, we found NO prisoners but like 300 priests. I believe it bugged out somewhere in the code, because prisoner and priest have the same 3 starting letters (speculation). Screenshot provided below
