Sirens blared in Bolivia&rsquo;s political heart as thousands of demonstrators, armed with stones, sticks, firecrackers and charges of homemade dynamite, attempted to break through the police and military cordon protecting the Palacio Quemado and the seat of the Legislative Assembly.&amp;nbsp; The Bolivian capital, surrounded by roadblocks on strategic routes and gripped by a climate of constant tension, is undergoing one of the most serious crises since the political upheavals that toppled governments in recent decades. President Rodrigo Paz, who took office just six months ago promising national reconciliation and economic prosperity under the slogan of &lsquo;capitalism for all&rsquo;, now faces a revolt that threatens to bring his term to a premature end.&amp;nbsp; Bolivia breaks ties with the fictitious &lsquo;Sahrawi Arab Democratic Republic &ndash; SADR&rsquo; A nationwide uprising What began as a sectoral protest against fuel price rises and the erosion of purchasing power has turned into a nationwide uprising combining economic demands, accumulated social grievances, regional disputes and a fierce struggle for political control of the country. Bolivia appears to have entered once again that historical cycle of recurring crises where institutional fragility, structural poverty and ideological polarisation eventually erupt onto the streets.&amp;nbsp; In the highlands, in the mining towns and on the roads connecting the west with the east of the country, the scene is reminiscent of the most turbulent moments in Bolivia&rsquo;s recent history. Roadblocks are paralysing the transport of goods and food. Markets are suffering from growing shortages. Hospitals are beginning to run out of essential medicines, oxygen and fuel for ambulances. Queues at petrol stations stretch for kilometres and shopkeepers are raising prices several times a week in the face of the currency&rsquo;s collapse and a shortage of dollars. A sense of disorder and social exhaustion pervades virtually every region of the country.&amp;nbsp; The current crisis did not arise spontaneously. It is the consequence of years of silent economic decline that accelerated following the exhaustion of the model based on exports of natural gas and raw materials. For over a decade, Bolivia experienced a period of sustained growth fuelled by high international hydrocarbon prices. That boom enabled the financing of massive social programmes, energy subsidies and an unprecedented expansion of the state apparatus. International reserves, which in 2014 exceeded 15 billion dollars, fell progressively to critical levels. The shortage of foreign currency hit imports and eroded confidence in the financial system. Inflation, historically moderate in Bolivia, began to soar, severely eroding the real wages of millions of workers.&amp;nbsp; Rodrigo Paz inherited this explosive situation when he took office in November 2025. Coming from a diverse coalition that promised to overcome the hegemony of the Movement for Socialism (MAS) without completely dismantling the social model built up during the Evo Morales years, the president opted for a programme of gradual economic reforms. But the scale of the fiscal crisis ended up dragging him towards a much tougher austerity programme than he had promised during the campaign.&amp;nbsp; The partial removal of fuel subsidies led to price rises of over 80% for petrol and more than 160% for diesel. The government defended the measure by arguing that the state could no longer sustain a subsidy system that consumed billions of dollars annually and fuelled smuggling to neighbouring countries. However, the social impact was devastating. The rise in transport costs sent food prices soaring and hit the urban and rural working classes particularly hard.&amp;nbsp; In cities such as El Alto, a historic stronghold of indigenous and workers&rsquo; protests, anger began to grow rapidly. Traders, transport workers, miners and trade unions complained that the cost of living had become unbearable. Entire families cut back on their daily meals and thousands of informal workers saw their incomes evaporate within weeks. A sense of political betrayal spread even among sectors that had voted for Paz, hoping for a moderate alternative to the decline of the MAS.&amp;nbsp; The perception that the new government was implementing an austerity programme inspired by the most orthodox liberal prescriptions ended up consolidating an extremely broad opposition front. The economic liberalisation measures, the signals of a rapprochement with the International Monetary Fund and the plans to relax regulations on communal lands were interpreted by broad sections of the population as a abandonment of the social pact built up over the last two decades.&amp;nbsp; Bolivia&rsquo;s President, Rodrigo Paz, faces protests against his government - REUTERS/ CLAUDIA MORALES The Re-emergence of Evo Morales It was against this backdrop that the figure of Evo Morales re-emerged with force. The former coca growers&rsquo; leader, who governed Bolivia between 2006 and 2019 and remains the most influential leader of the indigenous-popular movement, returned to the centre of the political stage from his stronghold in the Chapare. Despite facing legal proceedings and an arrest warrant over allegations of alleged corruption involving minors &mdash; charges he considers part of a political persecution &mdash; Morales retains an enormous capacity for territorial mobilisation.&amp;nbsp; His allies control peasant unions, coca growers&rsquo; federations and indigenous organisations that have historically demonstrated a remarkable ability to bring the country to a standstill through coordinated blockades. The so-called &ldquo;March for Life&rdquo;, spearheaded by groups close to the former president, became the main focal point for the protests.&amp;nbsp; The participation of groups such as the Ponchos Rojos, known for their radicalism and strong Aymara identity, heightened tensions. Videos circulated on social media showing some of their members displaying homemade weapons and issuing threats of &ldquo;civil war&rdquo; fuelled fears of an even more dangerous escalation. The government maintains that behind the protests lies a deliberate destabilisation strategy financed by smuggling, illegal mining and drug trafficking networks linked to the Chapare coca-growing region.&amp;nbsp;The opposition, however, accuses the government of criminalising social protest and using the justice system as a tool for political persecution.&amp;nbsp; Ethnic and regional polarisation is once again emerging as one of the most explosive elements of the Bolivian crisis. Whilst the east of the country, particularly Santa Cruz, remains relatively calm and observes events in the Altiplano from a distance, the Andean regions are experiencing days of constant unrest. The historic divide between the indigenous west and the more liberal, business-oriented east continues to shape Bolivian political life and resurfaces whenever the system enters a crisis.&amp;nbsp; The Plurinational Constitution adopted in 2009 under the leadership of Evo Morales profoundly transformed the country&rsquo;s institutional identity, granting greater political and cultural recognition to indigenous communities. However, it also cemented new tensions between regions, social classes and ethnic groups that were never fully resolved. Today, these rifts are resurfacing with intensity against a backdrop of economic collapse and widespread distrust of the political elite. Images from the centre of La Paz show scenes reminiscent of insurrectionary conflicts rather than mere social protests. Burning barricades, clashes involving dynamite, looting of public buildings and attacks on urban cable car stations have turned large areas of the city into veritable battlefields.&amp;nbsp; Security forces responded with tear gas, water cannons and military deployments around strategic buildings. Plaza Murillo is effectively under military control. The government fears that a massive influx of demonstrators into the country&rsquo;s political heartland could trigger an irreversible institutional collapse.&amp;nbsp;The number of casualties is beginning to rise. Although the official death toll remains low, the authorities acknowledge indirect deaths linked to the inability to transport patients due to roadblocks. There are also reports of dozens of injured people, police officers beaten, journalists attacked and numerous arrests. Fuel shortages are affecting freight transport and paralysing part of productive activity. Losses to trade and industry are beginning to run into the millions. Business leaders and exporters warn that Bolivia is heading towards a scenario of virtual economic paralysis if the blockades are not lifted quickly.&amp;nbsp; Uncertainty is also hitting the financial system. Demand for dollars is rising whilst the Central Bank attempts to maintain monetary stability with extremely limited reserves. Economic analysts warn that a deepening of the crisis could lead to a sharp devaluation or even more severe restrictions on access to foreign currency. Neighbouring countries are watching the deteriorating situation with unease, fearing a new wave of migration and an increase in illicit cross-border activities. Argentina and Brazil are paying particular attention to the potential impact on energy trade and regional supply routes.&amp;nbsp; Bolivia&rsquo;s instability is also a cause for concern due to its potential contagion effect in a region where several governments are facing severe social tensions stemming from economic austerity, inflation and slowing growth. The spectre of fresh social unrest is silently haunting several South American countries.&amp;nbsp; The international community remains divided. The United States has expressed support for the constitutional government of Rodrigo Paz and condemned any attempt at violent destabilisation. Conversely, some Latin American leaders close to popular movements interpret the protests as a legitimate reaction to austerity policies deemed anti-social. The Organisation of American States is attempting to promote channels of dialogue whilst fears grow that the crisis will lead to even more serious clashes.&amp;nbsp; President Paz insists publicly that he will not resign and maintains that he will defend the constitutional order &ldquo;to the bitter end&rdquo;. However, his political room for manoeuvre appears to be narrowing day by day. Evo Morales retains the ability to mobilise support, but remains a deeply divisive figure for a large part of Bolivian society. Many sectors that reject the economic austerity measures also fear that a potential fall of the government could create a dangerous power vacuum or precipitate a return to scenarios of intense political confrontation.&amp;nbsp; Bolivia seems once again trapped in that historical cycle where economic crises end up turning into crises of representation and then into crises of governance. Behind the barricades and protests, the debate is not merely about fuel prices or wage levels.
